Select the following dialogue options in order: 1, 2, 3.

Talk to the noblewoman you meet and select dialogue options in order: 1, 3, 2.

Find the person responsible for standing cocoons and stop his actions.

Use your wisdom and eloquence to bribe or persuade him.

Once the dialogue starts, select the following options: 1, 2, 3.

After the dialogue ends, set the in-game time to the next day to complete the quest.
